Ambassador Pedro Oyarce of Chile in discussion with Ethiopian diplomats, who took over the presidency from Egypt and continued to try and find a concensus on a program of work. The failure to do so has, according to Ambassador Alexandre Fasel (Permanent Representative of Switzerland to the UN), 'has dealt yet another harsh blow to the multilateral processes in the field of disarmament'. <br />

The Conference on Disarmament, established in 1979, is the only forum for nations to discuss multilateral arms control and disarmament issues. It has a primary focus nuclear weapons control and disarmament. 65 countries, and 38 observer nations, convene annually at the United Nations' Palais des Nations building for three sessions of talks totalling 24 weeks. <br />
