Human Rights Watch later reported that the incident constituted a war crime, and questioned the role of Macedonian Interior Minister Ljube Boskovski, who was present in the village during the attack..Macedonia was plunged into crisis in 2001 as rebels staged an uprising, demanding greater rights for the ethnic Albanian minority. A peace agreement brokered by the EU and NATO eventually saw the rebels lay down their arms in return for an acknowledgement of ethnic Albanian rights in a new national constitution.
