People are given dry ice because they have no electricity and no way to preserve food. The ice is being given out for free in Union Square, New York City by Con Edison the New York power company, trying desperately to restore electricity to lower Manhattan after a transformer blew up on the night of Tropical Storm Sandy. The storm hit New York and other parts of the north eastern United States on the evening of 29 October 2012.
