As can be seen here, all seating around each participant was roped off as part of social distancing measures. The  Council is sitting after three months of suspension due to the coronavirus pandemic, with extensive health security measures, including social distancing, in a larger space, with clockwise movement and a single seperate entry and exit, with masks required for all participants.
