On 2 January 2006, the police in Kalinganagar opened fire on a group of tribals protesting against Tata's constructon of a steel plant on their land without having paid them adequate compensation. The killing of 12 villagers shocked the whole nation and all but paralysed the state government over the land issue. Armed with bows and arrows, the villagers keep a tight vigil at the entrance of their village to stop company officials or police entering their land.
