Shawki has taken law and order for the neighbourhood into his own hands. He called on looters to stop stealing, according to the teachings of Islam, and return stolen goods to the mosque for protection. The leadership of Shia clerics is filling the power vacuum left by the disappearance of Iraqi police, army and intelligence services following  the arrival of US troops..US and British troops invaded Iraq on 20th March with the aim of overthrowing the regime of Saddam Hussein. By the 9th April American troops were in central Baghdad and the regime had collapsed ending nearly 25 years of Ba'athist rule.
