6 year old Kumkum sits on bed in the pediatric ward at Maharani Laxmibai Medical College in Jhansi. Kumkum is extremely malnourished and also suffers from cancer of the bone marrow. The Indian government spends $1.4 billion a year on programs that include weighing newborn babies, counseling mothers on healthy eating and supplementing meals, but none of this seems to be yielding results.
