Two men fishing illegally in Lake Victoria off the island of Bugala, haul in a Nile perch caught on a line of hooks they laid the night before. Accomplices at strategic points on the island call them on a mobile phone if they see a military patrol leave their home port and head to the area they are fishing in. They store their catch day after day, in a hiding place along the lakeside. Once a substantial number are gatehred, he sends them to the mainland, discreetly, bribing officials if neccessary.
